City of Kress Council Meeting October 21st 2025 Kress Senior Citizen Center 306 Skipworth Kress, TX 79052 Mayor Johnny Taylor called the meeting to order at 6:32pm followed by a moment of silence. Mayor Johnny Taylor moved to public comments stating only 1 person has signed up to speak, he then asked the community if there is anyone else wanting to speak to sign up at this time. There was no one else. Sam Noriega spoke to the city council about needing a new city secretary. Mayor Johnny Taylor stated the approving September's meeting minutes and finical reports will be skipped due to a date error. Both will be approved at the next council meeting. Mayor Johnny Taylor moved on to discuss TxDot updates on when the loop construction will begin also Fire Station roof repair updates. Discussion about the new water meter usage platform and how well everything is going, Mayor Johnny Taylor urged the community to sign up on the new platform to get real time alerts and usage. Mayor Johnny Taylor also discussed grant information for the fire hydrants and the plans to update. Council member Kelly Durham asked about the fire station door, Mayor Johnny Taylor discussed how it has been updated and easier to open. Tracy Coleman discussed Fire Department updates and how the new updated dispatch system operates. Mayor Johnny Taylor discussed money from insurance claims from emergency calls for the Fire Department. Mayor Johnny Taylor thanked Tulia Fire Department for their help. Mayor Johnny Taylor moved to consideration for Ordinance #20251021 to require residents to have water utilities and sign-up to pay for services. Mayor Johnny Taylor discussed how some residents do not have utility service but continue to use services such as trash, sewage, etc...; and outlining the ordinance and how residents sign-up for services. Mayor Johnny Taylor asked the City Council if there were any questions or if they believe it was asking too much or flaws. There were no questions from city council. Mayor Johnny Taylor asked for a motion to approve Ordinance #20251021 with a motion by Kelly Durham and 2nd by Deelane Buskie. City Council voted to approve with no nays. Tracy Coleman discussed how the Fire Department was award $45,000 from the Forestry for fire brush truck upgrade. Tracy Coleman stated the Fire Department has to come up with $5,000 for this money which Mayor Johnny Taylor asked the council to make a decision for this opportunity to fund the Fire Department $5,000. Council member Dane Sisemore and Tracy Coleman discussed the brush truck. Mayor Johnny Taylor asked for a motion to approve the $5,000, motion was made by Council Member Sarelee Vuiittonet with a 2nd by Council Member Dane Sisemore. Council approved with no nays. 6:59pm The city council entered a closed executive session to discuss legal matters with the financial audit. City council resumed council meeting with Mayor Johnny Taylor discussing a item he accidentally left out on his Mayor report about well #5 having a issue with a short on the pump. The pump will need to be pulled and more updates will come after checking it. The 2nd small well generator came in for the coordinator to pump the north well in case of power outage. Mayor Johnny Taylor also discussed the 2nd Transparency Star award from the State of Texas for the website financials . Mayor Johnny Taylor thanks TJ Garcia for his work on the website. Mayor Johnny Taylor also discussed how a citizen sent a message about the good work cleaning up around the town and water drainage. Mayor Johnny Taylor discussed next city council meeting for November 18th 2025 which is subject to change. Mayor Johnny Taylor discussed he still has a junk ordinance that is being worked on, discussed the new platform training, and cleaning up properties updates. Mayor Johnny Taylor asked for a motion to adjourn with a motion by Council Member Glenda Davis and 2nd by Deelane Buskie. City Council approved with no nays.
