City of Kress Council Meeting April 14th 2025 Kress Senior Citizen Center 306 Skipworth Kress, TX 79052 City Mayor Johnny Taylor called the meeting to order 7:05 P.M. Moment of silence was called by Mayor Taylor. Last call for public comments was ordered by Mayor Taylor. City Council reviewed city financial reports. Mayor Taylor discussed Transparency Stars briefly and checked with TJ Garcia about any updates; there were none. City council continued with reviewing financial reports with a request for a motion to approve was set forth by Mayor Taylor, SaraLee Vuittonet motioned with Dane Sisemore seconded motion. Council approved with no nays. Mayor Taylor discussed city banking accounts with the public. Mayor Taylor moved to approving city minutes from previous meeting. Dane Sisemore asked about a date for pets being microchip. Mayor Taylor responded the public can come by anytime but possible clinic will be set in the future. Mayor Taylor requested a motion to approve minutes. Motion was made by Kelly Durham with a second by Galan Owen. Council approved with no nays. Mayor Taylor moved onto proclamations for Kress ISD school staff and students. Starting with honoring Mr. Shawn Langston for his coaching achievements. Coach James Shelton assisted Mayor Taylor with the next proclamations honoring the Kress Lady Roos basketball team 2024-2025 for their achievements during the season and Coach Cathy. Mr Edward Vuittonet and student Riley Bradshaw where honored for woodworking and academic achievements by Mr. Vuittonet. Coach Mr Ricardo Carillo & Coach McKayla Carillo as well as students were honored for achievements in power-lifting. Mayor Taylor honored Coach James Shelton with a speech and proclamation for his outstanding achievements and mentorship as the Athletics Director of Kress ISD. Mayor Taylor moved forward and stated if anyone needed to leave at this time they may after receiving proclamations. A small break was made for photos and congratulations to proclamation recipients. Meeting resumed with Mayor Taylor discussing with the city council about South Plains Waste rate increase request as well as the damaged dumpster replacements. After a short discussion Mayor Taylor requested motion to approve the rate increase. Galan Owen motioned with Kelly Durham second. Council voted for increase with no nays. Mayor Taylor continued with discussion about the city purchasing/invest a dump trailer and possibly replacing the heavy duty truck to use for trailer. Mayor Taylor and Saralee Vuittonet discussed possibly charging when a resident request usage of dump trailer. Council continued discussing types of trailers and what would be best for price and usage. Mayor Taylor asked the council if they are interested in pursuing in gathering more information for a vehicle and trailer or just a bumper trailer. The discussion was tabled until more information is gathered. Mayor Taylor moved on to discussion and updates about the sewage meters, cost and pump options. Updates about the emergency sirens were also discussed including cost and possible grants to assist in replacements. Mayor Taylor spoke about how the current sirens could not be repaired due to age. Mayor Taylor requested permission to move forward with a grant for sirens with a motion by Kelly Durham and second by SaraLee Vuittonet. Council agreed with no nays. Mayor Taylor discussed updates on fire station repairs and cost to the roof due to wind damage. Talk of what will be done as well as fixing a door that was damaged as well. Mayor Taylor continued with updates about water meter replacements were underway, TxDOT updates on loop & sidewalk construction and parallel parking around the school addressing the positive community statements. Mayor Taylor revisited the dumpster repair updates and repair list. Mayor Taylor discussed how council meetings times/dates may change as this meeting time was changed to fit the Coaches and students availability for proclamations. Mayor Taylor moved on to discussion about the company that is used to contact residents for properties not following trash & lawn ordinances as well as unsafe properties being either taken down or fixed. The council discussed how some properties have been proactive and the status of properties being fixed/rebuilt. Mayor Taylor stated a date for inspections will be talked about later. Next City council meeting was discussed for a possible date of May 20th 2025 6:30pm which could be changed.
