City of Kress Council Meeting July 15th 2025 Kress Senior Citizen Center 306 Skipworth Kress, TX 79052 Mayor Johnny Taylor called the meeting to order at 6:32PM and then called for a moment of silence. Mayor Johnny Taylor welcomed all guest and stated public comments will be moved to the end of the meeting. Council member Glenda Davis and Council member Kelly Durham were absent. Council Members Dane Sisemore, Sarelee Vuittonet and Deelane Buske were present. Approval of city council meeting minutes from June 17th 2025 were reviewed. Mayor Johnny Taylor requested motion to approve with a motion by Council Member Dane Sisemore and a second by Council Member Deelane Buske. City council approved with no nays. Mayor Johnny Taylor discussed and reviewed city financial statements with city council. Council Member Sarelee Vuittonet had a inquiry about a purchase at Academy Sports in Lubbock, TX which Mayor Johnny Taylor stated was for a metal detector to help locate valves. Mayor Johnny Taylor request a motion to approve city financial statements with a motion by Council Member Deelane Buske with a second by Council Member Dane Sisemore. City Council approved with no nays. There were no reports available from the Kress Volunteer Fire Department at this time. Mayor Johnny Taylor continued with a mayor report, discussing there were still some work to wrap up with the new meters, fire hydrate replacement of 6 in total with 3 on the East side of town and 3 on the West side of town, and expenditures with the ground storage tank leak with concrete repairs. Mayor Johnny Taylor introduced new hire Randy Wilson which will be working with the city pending background and drug test reports. Randy Wilson is a Level 2 Security Licensed carrier which will be doing some security work for the city as well as assisting with city maintenance. Randy Wilson discussed his background with city council. Mayor Johnny Taylor asked the council if they had any questions for Randy Wilson, Council Member Sarelee Vuittonet asked if he would be assisting city maintenance worker Miguel, Mayor Johnny Taylor stated yes, as well as helping with enforcing city ordinances. There were no other questions and Randy Wilson was dismissed. Mayor Johnny Taylor discussed consideration of a junk car ordinance. Mayor Johnny Taylor stated this is not about making money, ordinances are about making people being good citizens and neighbors. Council Member Deelane Buske asked if there was not one, Mayor Johnny Taylor stated no; there is not one at this moment, stating the company used for trash and weeds would be able to handle junk car ordinance. Mayor Johnny Taylor discussed how the company works and processing. Mayor Johnny Taylor stated a public hearing will take place after the council looks deeper into the ordinance. Council Member Dane Sisemore stated there could be potential problems with having junk vehicles such as rattle snake problems and how it makes it difficult to keep the property clean around a junk vehicle. Council Member Sarelee Vuittonet asked what junk vehicles were they talking about, ones in the street or in the yard. Mayor Johnny Taylor stated yes and there will be a legal definition for the ordinance on what a junk vehicle is and possible exceptions. Council Member Sarelee Vuittonet stated they had to have a definition of a junk vehicle before the ordinance. Mayor Johnny Taylor stated there will be legal definition words in the ordinance. Council Member Sarelee Vuittonet asked how they were not making the ordinance today, Mayor Johnny Taylor stated that is correct. They will go over over the ordinance and hold a public meeting before any decisions are made. The City Council agreed to start drafting a ordinance with legal definition to be presented. Mayor Johnny Taylor called for a executive session at 7:07PM and asked for everyone to leave during this time so that the City Council can discuss personal matters regarding the financial audits. City Council resumed public meeting at 7:40PM with Mayor Johnny Taylor discussing the financial audits cannot be made public due to a ongoing criminal investigation by the Texas Rangers. Mayor Johnny Taylor moved to public comments. Kress resident Sam Noriega signed up to speak. Sam Noriega spoke to the city council and residents about his opinions about City Mayor Johnny Taylor discussing how he believes the mayor is lacking in his responsibilities in office, stating the community needs full time qualified leadership instead of volunteers. Sam Noriega stated the city has issues with roads, stop signs and drainage. He also discussed how the mayor and city ignores the community voices. Sam Noriega encouraged the community to speak up. After his statements Sam Noriega walked off as Mayor Johnny Taylor attempted to hand him documents to show proof of Mayor Johnny Taylor's bills. Mayor Johnny Taylor invited Sam Noriega to run for Mayor and stated anyone can call him on his cell phone to discuss any issues. Mayor Johnny Taylor moved on to discuss a budget workshop and proposal hearing for budget with the City Council. The council discussed which date(s) would be best. Mayor Johnny Taylor stated that this has to be done before September and the city must have a public hearing. Mayor Johnny Taylor stated the next City Council meeting will be August 19th 2025 and the workshop dates will be put aside until a date could be set. The budget proposal will be made and handed to the council beforehand. Mayor Johnny Taylor requested a motion for the city meeting to adjourn with a motion by Council Member Sarelee Vuittonet and a second by Council Member Dane Sisemore.
