A. CALL TO ORDER/WELCOME GUEST/MOMENT OF SILIENCE/INVOCATION
B. PUBLIC COMMENTS: Patron Input. Thirty minutes dedicated to citizen comments. Each
citizen will have three minutes to speak, must give their name and address when speaking to
the Council and may only speak once to the council. Any citizen wishing to speak shall sign
up on the citizen comment sheet on the day of the council meeting. The council shall follow
the order of citizens wishing to speak as listed on the agenda followed by the order on the
sign-up sheet. The City Council is not permitted to respond to comments or questions from
the public on items not listed on the Regular Agenda. Responses are limited to a statement
on specific factual information, a recitation of existing policy or direction to staff to place the
subject on the agenda for a future city meeting. The use of vulgar, profane, inflammatory, or
defamatory language is not permitted. Speakers shall not make personal, impertinent,
profane or slanderous remarks.
C. CONSENT AGENDA: Approve minutes of Regular Council Meeting 09/30/24; Approve June,
July, Aug, Sept monthly department report(s). Kress Vol Fire Dept/Financial Reports.
D. REGULAR AGENDA
1. DISCUSS, AND TAKE APPOPRIATE ACTION ON RESOLUTION ENTERING INTO AN
INTERLOCAL AGREEMENT WITH PANHANDLE REGIONAL PLANNING COMMISSION
FOR APPLICATION PREPARATION AND GRAND ADMINSTRATION (IF FUNDED) FOR
THE TXCDBG COMMUNITY DEVELOPENT FUND 2025/2026 CYCLE.
2. Consider items to be placed on the City Council meeting agenda for 11/19/2024

The Council may enter closed session at any time during the meeting in accordance with the Open
Meetings Act, Gov. Code 551. This meeting is also being conducted in accordance with the
Disabilities Act (42 U.S.C. Of 1991). The facility where the meeting is held is wheelchair accessible
and handicapped parking available. Other handicapped services are available upon request if
received at least 48 hours prior to the meeting.
